SUBJECT: Free Birth Registration Project for the Month of May 2011 in Support Of the Pantawid Pamilya Pilipino Program(4Ps)

Pursuant to the Memorandum of Agreement (MOA) on the 4Ps, entered into by NSO, DSWD and DILG on April 25, 2011, all City, Municipal Civil Registrars (C/MCRs) are requested to support the FREE BIRTH REGISTRATION PROJECT intended for all the beneficiaries of the 3Ps in their respective Local Government units(LGUs).
All C/MCRs are enjoined to accept both timely and delayed birth registration for the month of May 2011 from the Indigenous Peoples (IPs) and indigent families including their children who will be entering pre-school and Grade 1 in all public schools for SY 2011, as well as all other beneficiaries of the 4Ps from the marginalized sectors in their localities.
Further, all C/MCRs are encouraged to accommodate walk-in registrants, particularly those endorsed by DSWD, NCIP or the LGU for the 4Ps. Other activities may be conducted to bring about considerable campaign for birth registration and 4Ps, such as the conduct of mobile registration in cooperation with other concerned national and local government offices (NSO,DSWD,NCIP and DILG).
The following are the guidelines in the conduct of the free birth registration project:
- Basic requirements for birth registration, as provided for in all existing civil registration guidelines, as applicable shall be complied with by the applicants for both timely and delayed registration.
- As to verification requirements for birth registration, issuance of individual negative certification (SECPA) shall be waived by NSO.
- Concerned NSO Field Offices shall issue an OMNIBUS CERTIFICETION, indicating the verification results as whether “Negative” or “Positive” from the list of potential or eligible beneficiaries of the 4Ps provided by DSWD, NCIP or the LGUs concerned.
- Timely and delayed registration of birth shall be free of charge.
