SUBJECT: Birth Registration of Indeginous Peoples (IPs) for the Pantawid Pamilyang Pilipino Program (4Ps)
In connection with the Pantawid Pamilyang Pilipinop Program (4Ps) of the government, efforts have been initiated by the Department of Social Welfare and Development (DSWD) and the al Commission on Indigenous Peoples (NICP) to include Indigenous Peoples for enrollment as beneficiaries in the program.
One of the primary requirements for enrollment in the 4Ps is the submission of NSO issued copies of birth certificates (SECPA) or duly authenticated birth certificates for newly registered births. However for IPs, levels of civil registration have been very low and only a few have availed of the provisions of AO3, series of 2004 (IRR Governing the Registration of Acts and Events Concerning Civil Status of Filipino Indigenous Peoples.)
In this connection, please monitor the implementation of A03, series of 2004 in your respective areas. Please coordinate with fiekd representative from NCIP and DSWD and LGUs concerned as well as with the LCROs under your jurisdiction for the endorsement of IP civil registration and other related initiatives, particularly for the months of April and May, 2011 for the preparation of IP enrollment in the 4Ps by May – June 2011.
For the period, April and May, 2011 as to the verification requirements for birth registration, you may waive the issuance of an individual negative certification (SECPA) and issue a collective certification instead, indicating that the list of eligible IPs for 4Ps submitted by NCIP (or DSWD or LGUs as certified by the NCIP) have been verified by NSO.
This supplements the requirements for birth registration for IPs.
